Whether you’re in an apartment building or a rowhouse, the block is the fundamental unit of Philadelphia’s social geography. Yet the particular housing concerns on a single street can vary greatly: from longtime homeowners worried about rising taxes or tangled titles, renters who may pay in full or use Section 8 vouchers, residents of PHA-owned housing, to developers using LLCs to shield their real names. Even in a single apartment building, residents may be full-pay or enrolled in a variety of subsidy programs. How do we organize across these differences to build power?
